There's a script in tools that will build the _prebuild_libs.  You'll
need to use tools/make/make_libdeps.sh.

src/lib/Makefile I tihnk is mostly obsolete, and certainly would have
some issues working properly.  We don't really use it in the build, at
least to resolve build order dependencies.
