Perhaps you need to be more specific? User interactive? Admin only?

"Without shell" excludes /usr/bin/vacation I suppose, but what
"database" are you referring to?

We use Horde IMP with Cyrus-IMAP that has a vacation sieve filter built
in but there are others of course:
