I need to cook-up LC_COLLATE files for the following Windows char set based locales:

Anyone have pointers to the colldef input files required? 

Is there perhaps a standards group in charge of character collation for various languages and popular web character sets? 

Where did the LC_COLLATE sources for the currently supported FreeBSD locales come from?
