The code I am working on for telnetd will provide the system administrator
with the maximum amount of flexability in dealing with the environment
option.  You can make things as restrictive or as liberal as you want.
You can let everything throug verbatim, you can encode everthing,
you can remove/igonre some, you can do a combination, you can ignore
everything.
