In /etc/defaults/rc.conf options for sendmail_enable are (YES/NO). However in /etc/rc.sendmail the case is build up with (YES/NONE) options. So you cannot avoid sendmail from running using sendmail_enable in rc.conf with the NO option. It has to be NONE.
