The behaviour of ifconfig was discussed here and deemed a "necessary evil"
while clearly being a bug as it also strips routes while removing and readding
the same address. https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=128954#c5

The ironic part is that you may have stumbled on the actual bug that made the
radvd port stop working after an indefinite amount of time for some people but
was never reliably producible leading to multiple efforts by yourself and us.
