Not entirely true, if done correctly. That's why you need higher revs so cvs will do the right thing. from its point of view, you've replaced version 1.1 or 1.2 with version 1.15 or something like that. There are lots of ways to deal with this, all labor intensive and error prone. But you have to be very careful, and look at every file and it is a big pita. I've done it and it wasn't pretty for the 10 files I needed to cope with in a private repo....
