In practice if you are providing shared web hosting service, your support staff would do most of their work at reseller-level. The end-user access you mentioned (i.e. someone who just has an email account on a domain) isn't built into the base product but there is a free plugin that should do what you want, details here http://directadmin.com/forum/showthread.php?t=3D22715 As with all control panels, there is a learning curve but I've found DirectAdmin to be the best all around fit. It is stable and mature unlike most of the open source ones, and doesn't cost a fortune or do completely unexpected things like cPanel.
