I've replace keybord.conf as follows :

admin@kazu:~ % cat /usr/local/etc/X11/xorg.conf.d/keyboard.conf 
Section "InputClass"
        Identifier "libinput keyboard catchall"
        MatchIsKeyboard "on"
        MatchDevicePath "/dev/input/event*"
        Driver "libinput"
        Option "XkbRules" "evdev"
        Option "XkbModel" "jp106"
        Option "XkbLayout" "jp"
EndSection
admin@kazu:~ % 

and worked fine :-)
