Perhaps Puerto Rico has special status as some kind of "53rd state", as with
the US Virgin Islands. Otherwise, na.phone only seems to contain continental
territories. (Hawaii is included also, since it is a full US state - but no
other Pacific islands).

This is how I read it, but I can be persuaded if necessary and agreeable.
