After changing PACKAGESITE, i still cant get the right directory.  instead, it 
completely removes the packages directory.  I am using csh and tried both set 
and setenv to change the PACKAGESITE variable, but to no avail.  With echo 
$PACKAGESITE, it does show the correct path.
