The only 3Com/USRobotics card currently supported by is called 
"Sportster ISDN TA intern" which seems to be quite different to the one you
mention.

The USRobotics Sportster ISDN TA intern cannot (!) be set to 0x300 so
i think the card you have is really quite different and therefore unsupported
until someone who owns such a cards writes a driver for it.
