Once this is done FreeBSD intends to adopt it. In the meantime, you can check out www.kame.net who have releases for 2.something, 3.0-REL and 3.1-REL, last I checked. With a bit of hand patching you could probably pretty easily bring that up to 3.1-STABLE (there haven't been that many network-related changes since 3.1, AFAIK).
