That's not what UPDATING says. UPDATING is more likely to produce working updates, although sometimes things break. The above sequence is a disaster waiting to happen. If make world fails for some reason, then you can have new /etc files and old binaries which can cause problems with, for example, PAM. Also, when binutils change, it will use the old binutils to build the kernel (which last time it happened failed to work) and if your kernel fails to boot for some obscure reason, it is hard to unwind.
