Yes, he should. That's no reason for a public display of outrage. If somebody commits to my stuff w/o my permission, they get my public objection (_not_ outrage) with reason for objection. Else they get a private message saying "I'd have preferred if you passed that by me first, but it's OK, so I'll let it pass this time."
