My guess is that this is a problem that was fixed in 3.1 (which I am running
on a dual Pentium Pro box and top is doing fine, e.g. right now 0.0%
user/99.2% nice/0.4% system/0.4% interrupt/0.0% idle) and apparently
reappeared in 3.2.
