If you get a connection refused (i.e. with a telnet-client), then it means that there is no service running on that port. If you get a timeout, then add something like this in your firewall-rules: ipfw add allow tcp from any to THISHOST PORT via INTERFACE. Replace THISHOST, PORT and INTERFACE with the proper values.
