The claim is that it needs to be on for new users if it's going to do any good. No problem. That is *not* the same thing as "on by default." On by default implies that you're turning it on for everyone, which is going to surprise and annoy a lot of users. I'd say that would be a fail. You need a way to turn it on for new users *without* turning it on for everyone.
