Could I raise an issue here ?

I don't think we should add any IPX stuff in libc.
It doesn't belong there based on a projectede frequency of use.

Can we agree on libipx.a ?

Yes, before you ask:  I would really prefer a libtcpip.a too, but I also
realize it's not practical.
