It takes a SUIDDIR option to be added to the kernel and the "-o" or "-O" parameter to be used on starting ftpd. If you run 'man ftpd' and you don't see the "-o" parameter, you don't have it yet.... it was just merged into 4.4-stable and coming in 4.5-stabele. It was already in 4.4-RELEASE... good feature to have making the standard FTP much better now without the need for ProFTPD or some other substitute....
