it turns out that RUN_DEPENDS *does* work. When I tested pkg_add I
didn't have both tarballs in the same directory. When they're both
in the same directory then a pkg_add of xemacs21 also automagically
installs xemacs-packages.

I think the maintainer should address this. If I understand you correctly,
then this is handled by the package maintenance features in xemacs21. I
personally see no need to reinvent that wheel.
