I have the console changing static, but it is very short and hard to notice as you mentioned. The one I notice most is when the mouse cursor moves on the text console. The X cursor causes no static, so it has nothing to do with the mouse. I've got a Matrox Millenium G400 Dual 32MB and a SB128PCI.
