FWIW I just checked and one of my machines which was using both zfs_thread_priority.diff and zfs_zinactive_deadlock.diff has survived a night of package building without ZIL disabled. This would very rarely, if at all, happen with ZIL enabled traditionally. On 8-CURRENT I only tried it onces with ZIL enabled and it did hang, and now it didn't. I guess I'm not triggering the other deadlock that you indicate is still present.
