It is vaguely documented in the programming manual, but basically it tells the cards how many access points are in the area, and when it is expected to be dense, different things happen. At 3, the firmware will start to rescan for a new access point to associate with when 11Mbps is no longer possible with the current access point. At 2, the threshold is between 5.5 and 2Mbps. At 1, the threshold is 1Mbps. Setting it higher will cause more delays because scanning for a new AP takes little bit of time away from other things.
