Between that time and the release of 3.0R (scheduled on the 15th), all commits to the ports tree should either be (1) done by Justin Seger (jseger@freebsd.org), (2) explicitly approved by Justin, or (3) explicitly requested by Justin ("mark this port BROKEN_ELF", etc.) No other commits will be allowed and violators will have their commit privs suspended.
