To cure that,
# cd /dev
# ./MAKEDEV apm0
But if you are using the GENERIC kernel, mind you,
device apm0 at isa? disable flags 0x31 # Advanced Power Management
^^^^^^^
(from /usr/src/sys/i386/conf/GENERIC).
