If the patches are small (with the emphasis on small) you can post them
to the stable or the hackers mailing list. If the patches are large, put
them on a site and post the URL to the patches on a mailing list.

In any case, make clear why you have posted the patches. Note that
send-pr is the preferred way to send in patches that fix bugs. If the
patches change some sort of behaviour, make sure to tell why it's a good
thing to have the behaviour changed. The same applies to extensions.
