Install the pgaccess port found in /usr/ports/database/pgaccess. The 
pgaccess in the older PostgreSQL port/package wasn't installed 
correctly, and is older than the pgaccess port.

The pgaccess port will install as /usr/local/bin/pgaccess.

If you "make install" pgaccess and PostgreSQL is not installed then it 
will install PostgreSQL too, but forgets the USE_TCL parameter. :-(
