I'm not sure, but i rather suspect the firmware.  Unfortunately, that
drive doesn't have an EEPROM but a PLCC-48 (E)PROM.  The symptoms are
that it tries to rewind the tape (as it sounds), but the tape doesn't
really move, so it never hits the BOT marker.
