I think the probability increases continuously by time as I mentioned the names in HackageDB are global (i.e. everybody uses the same names) and persistent (i.e. no names are deleted). What does it mean in practice? After the "good" names are taken, people will start to fiddle with lowercase and uppercase letters in their package names. I do not tell you that the idea is great, I am just trying find a compromise here.
