The man page listing for apropos(1), under the DESCRIPTION heading, after t=
he
options are listed, contains the following line:

    The options -chlw are also supported and    are documented in man(1).  =
The

           options -fkl are mutually exclusive and override each other.

-c and -l were not documented in man(1). man(1) when run with -c and -l
recognizes them as invalid options. apropos(1) does not reject them and
requires man page changes to reflect this difference.
