There is a new option in Squid 2.3 "--enable-heap-replacement" that
allows for some new algorithms to expire cache objects.  It is a compile
time option, that has a configure arg.

Also, there was a typo in one of the configure args in the
Makefile (leakfinfer should be leakfinder).
