git format-patch for py-pnu-portstreelint

Hello,

This is a new port for my pnu-portstreelint Python package (see the "Port t=
ree
linter" discussion on freebsd-ports ML).

This tool could be of interest to ports maintainers.

There's a TODO file in the GitHub repository with possible future direction=
s,
but I welcome other ideas from anyone...
