From dummynet(4):
ipfw pipe 1 config bw 1Mbit/s
ipfw add pipe 1 ip from A to B out
ipfw add pipe 1 ip from B to A in
where A can be one of the following (from ipfw(8)):
ipno An IP number of the form 1.2.3.4. Only this exact IP
number will match the rule.
ipno/bits An IP number with a mask width of the form 1.2.3.4/24.
In this case all IP numbers from 1.2.3.0 to 1.2.3.255
will match.
ipno:mask An IP number with a mask of the form
1.2.3.4:255.255.240.0. In this case all IP numbers
from 1.2.0.0 to 1.2.15.255 will match.
You can also add ports to that in the same way you would make a normal
filewall rule. -sc
