I'm about to test a fix for adverse affects. Anyway, it's a result of checking out of one tree (eg local) and committing to a different tree (eg: freefall) with an overridden root on the command line. See around line 159 of src/contrib/cvs/src/recurse.c - that #ifdef is new, and note the strcmp. I'm pretty sure it's that one.
