this hack works for me:

after the error message came up, I edited
"/usr/ports/editors/openoffice.org-1.1/work/OOo_1.1.5/officecfg/util/resource.xsl"
manually.

After that called make again:

make -DWITHOUT_MOZILLA -DWITHOUT_JAVA LOCALIZED_LANG=de package


Now everything is fine
