Interesting. On my FreeBSD 11.0_RELEASE I can not find amavisd-new package
(the same as James does not):

# uname -a
FreeBSD point.uchicago.edu 11.0-RELEASE-p8 FreeBSD 11.0-RELEASE-p8 #0: Wed
Feb 22 06:12:04 UTC 2017    
root@amd64-builder.daemonology.net:/usr/obj/usr/src/sys/GENERIC  amd64

# pkg search amavis
amavis-logwatch-1.51.03        Amavisd-new log parser

But exactly as you say about 10.3, on 11.0 it IS in ports, namely:

/usr/ports/security/amavisd-new

It sound like we have to build amavisd-new from port ourselves on 11.0
