It actually points the other way; suggests that INDEX is ahead of the
actual tree.  portversion references INDEX, and shows new versions,
but the portugprade looks up the actual versions in the tree and, in
the case where INDEX is newer than the tree, won't find them there.

(well, 'rebuild' would fix it since it would make it match the
existing files, but it takes a while)
