net-im/py-matrix-synapse: Update to 1.46.0

The attached patch updates net-im/py-matrix-synapse to 1.46.0. The release =
is
the usual mix of features and bug fixes, but doesn't contain any breaking
changes for our users. From a ports perspective, this is also just a simple
version bump.

portlint: "OK" (3 Warnings, none new)
testport: OK (poudriere: 130amd64)
do-test: OK (Ran 1989 tests in 978.545s, PASSED (skips=3D36, successes=3D19=
53))

I've tested the resulting package on my production server for the past 24h
without any problems whatsoever. Feedback from another user has also been
positive, so I think this should be good to go. :)

P.S.: Bug #259567 still affects synapse for everyone using latest packages,=
 but
since we have a fix for that bug I didn't include the workaround for synaps=
e's
version checks in this port.
