I think the distinction is that /var/foo files are dynamic-runtime whereas /etc files are configuration. Clear as mud? Yes. If something is missing from /etc, the box breaks. If it's missing from /var, it limps. There's no cut-and-dried distinction here. However I do agree that all SSH non-binaries do NOT belong under /usr. The shared-/usr precident is entrenched enough that this shouldn't be an issue. --lyndon
