(For FreeBSD, swapping basically seems to mean that the kernel stacks were also moved out to swap space and would have to be brought back in for the process to run.) Thus, 1 or more processes that use large amounts of memory relative to the RAM size but also stay runnable, are not not stopped and swapped out to make room.
