A compromise has come to mind. What if we implement your change, wrapped in ifdefs. If someone does want to allow non-privileged users to specify an alternate config file, define a flag in Makfile and rebuild. Otherwise the default would be that only root could specify an alternate config file. Anyhow, it's probably best to move it to ports anyway.
