Is the user you're doing this as a member of the "wheel" group? In FreeBSD only users who are a member of the wheel group may escalate their rights to root with su. If you run a terminal and attempt to su at a sh prompt, you'll get an error if you're not in the right group. Add the user in question to the wheel group and things should start working.
