I have principally been working this problem through the NetBSD community, since I'm a developer there; I sent an update to the NetBSD PR that I filed a few days ago; it's in PR 18590, and you can read it at http://www.netbsd.org/Misc/query-pr.html bottom line - bit-bang the MII instead of using the enhanced PHY access register, and it might work better, but that didn't get me to the SiS 900 internal 10/100 PHY.
