databases/phppgadmin: sets DISTVERSIONPREFIX

Seen behavior:
Portscout does report new versions (good).
Portscout does never see the port as up to date.

Expected behaviour
Portscout keep report new versions.
Portscout does know about DISTVERSIONPREFIX and report it as up to date.
