When building a package via the ports collection and then installing (make package; pkg install...), it works without issue. All other installed packages are via binary package - pkg update / pkg upgr= ade shows everything is current, repo URL is "pkg+http://pkg.FreeBSD.org/${ABI}/latest". Previously worked fine with Python 3.8.
