Our city has no land on which to build such a lot, and land near the
University (which is a state entity, not a city entity) is in great
demand and therefore very expensive. Besides, the problem is caused
by the state, not the city, and residents of the city feel that the
state is responsible for students having no place to park. (They're
right, IMHO.) So, the city is taking care of its residents, and hoping 
that if students and faculty are inconveninced a bit they will pressure
the University (over which the city has no direct control) to provide
better parking facilities.
