Our city has no land on which to build such a lot, and land near the University (which is a state entity, not a city entity) is in great demand and therefore very expensive. Besides, the problem is caused by the state, not the city, and residents of the city feel that the state is responsible for students having no place to park. (They're right, IMHO.)
