What you're saying when you put nameserver 127.0.0.1 in you're resolv.conf is that 127.0.0.1 is running named and will answer your questions. Not having it running, makes the client wait until timeout for the hopes that named will start. The big problem in booting a name server machine is that it needs to know who it is before it can start answer who it is, and who others are.
