I'd rather take something like:

(echo "<html><head><title>Title</title></head><body><h1>Title</h1><ol>"; 
perl -n -e 's@^\d+\s+(.*$)@<li><p>$1</p></li>@;print' input.txt; 
echo "</ol></body></html>") >output.html

Without the line breaks, of course.

Semantic markup and valid HTML 2.0.
